The Dallas Independent School District is investigating the question of whether teacher effectiveness measures are stable over time. The report is expected to be completed in October of 1998. Two aspects of the problem are being studied. The first is examining whether the change of school leadership which results in a significant change in school effectiveness also results in changes in individual teacher effectiveness. The second is the question of the stability of teacher effectiveness scores over time. The preliminary results from both studies suggest that teacher effectiveness remains relatively stable over time. The major effect of principals in changing school effectiveness is achieved by changing staff members. Preliminary data suggest teacher effectiveness measures show little variance over years.
