Since the mid 1960s, Lieutenant Calvin J. Howard has proudly served our nation with a combined total of 27 years of active and reserve service in the military, and a combined total of 34 years in law enforcement.
His law enforcement career includes service with Miami’s Metro Dade Police Department and the Tarrant County Sheriff’s Office in Fort Worth. He retired from the Dallas Police Department after 20 years of service; and presently holds a Master TCLEOSE Certification.
Howard holds a 1972 associates degree in law enforcement and a 1977 bachelor’s of science degree in criminal justice. While in the military, Howard served as Company First Sergeant of Military Intelligence Company/Counterintelligence. He retired in 1994 as a Sergeant First Class.
In the mid 1990s, Howard gained experience with corporate America by working in investigations and managing investigative operations in Arkansas, Louisiana, Oklahoma, and Texas.
From 1998 until 2000, Howard was selected by the U.S. State Department to represent the United States to United Nations International Police Task Force mission in Bosnia serving in positions of Human Rights Investigator; Advisor to Local Police Chief/Livno; Senior Specialist Advisor; Special Advisor to Minister of Interior/Canton 10 (Livno); and Senior Special Advisor to Public Security Chief (Prijedor)/Republic of Srpska.
Howard also has served as a Civilian Foreign Contractor as an Anti-Terrorist Force Protection Specialist on U.S. military installations in Qatar and Kuwait.
In the Dallas ISD Police Department, he serves as the Support Services Lieutenant, Responsible for conducting Internal Investigations; overseeing security for Athletic/Special Events; and supervising Communication Operators.
He is the Founder/President Emeritus of Black Police Association of Dallas (formerly) Dallas Chapter Texas Peace Officers Association; Past Southern Regional President of National Black Police Association; Past National President of National Black Police Association; Past National Board Member of National Law Enforcement Officers Memorial Fund; Past Board Member Greater Dallas Community Relations Commission.
