CURRICULUM-RELATED ACTIVITIES

Deviations or exceptions to the policy must relate to the curriculum of the specific class, for examplet physical education.

INAPPROPRIATE ATTIRE AND GROOMING ITEMS

Blue jeans, low-cut pants, low-rise pants, sagging slacks or pants, sweat pants, sweat shirts, hats, caps, bandanas, hair rollers, hair curlers, plastic hair bags, hair nets, sweat bands, skull caps, and other similar clothing or grooming items must not be worn at school. Insignias on outerwear not related to the school or to the district is prohibited, including professional sports teams, and colleges.

Students may not wear clothing that is revealing or provocative.

Students are prohibited from wearing attire that may be considered a weapon, such as chain belts, wallet chains, or other similar attire.

Whether or not a student is dressed appropriately or properly groomed is left to the discretion of the principal or designee.

Student complaints regarding appropriate attire and grooming for religious and/or philosophical reasons must follow the complaint procedures outlined in FNCA(REGULATION).

For enforcement purposes, headgear worn as legitimate religious attire (as determined by the Board of Trustees) may be considered as an exception.

STUDENTS (PRE-Kindergarden -12)

All students must wear clean clothing that is not torn or damaged. Shirts must be worn inside slacks with belts at all times by all students.

All students shall wear appropriate footwear. Students shall not wear house slippers, flip-flops, or other footwear that constitutes a safety hazard. Students are also prohibited from wearing steel-toed boots or shoes to school.

All students must adhere to the district’s grooming standards.

 

SECONDARY SCHOOLS GRADES 9-12

Principals, working in consultation with the Site Based Decision Making Committee (SBDM), Parent Teacher Association (PTA) and administrative staff, are authorized to implement mandatory uniforms for their individual campus provided they comply with the 90-day rule and the exemption guidelines outlined in FNCA (Legal).

INAPPROPRIATE ATTIRE GRADES 9-12

The length of dresses, skirts, and shorts shall be no shorter than "finger-tip length" with arms in normal position, i.e.: arms hanging naturally, as when a student is standing straight and upright.

The following clothing is not considered "appropriate attire" pursuant to this policy: shorts or skirts that are shorter than "finger-tip length" with arms in normal position, i.e.: arms hanging naturally as when a student is standing straight and upright (except for primary grade students); revealing/provocative shirts and halter tops; leggins, biker pants, sweat pants or pants allowed to sag below the waistline. Students shall not wear bedtime attire, such as pajamas, or undershirts or undergarments as outerwear.

Students may not wear clothing that is either revealing or provocative (e.g., T-shirts). Students' clothing or tattoos may not have printed statements or pictures on either that are vulgar or obscene or related to the use of drugs, alcohol, tobacco products, or sex, or that promote hate and/or violence. Students are prohibited from wearing attire that may be considered weapons, such as chain belts, wallet chains, or other similar attire.

IDENTIFICATION BADGES

Secondary students must wear student ID badges on campus and at other campus events. (See Student Code of Conduct).

GROOMING

All students, including those exempted from wearing a uniform, are expected to exemplify proper grooming standards in a manner that projects an appropriate image for the student, school, and district.

Students shall keep their hair, beards, eyebrows, and mustaches neatly groomed. Male students shall not wear earrings or other similar facial jewelry. Students are also prohibited from wearing facial jewelry and from exhibiting visible body piercing, including piercing of the tongue, during school hours.

All students must wear clean attire that is not torn and/or damaged.

All students must wear belts with shirts tucked inside slacks at all times, unless the pants are designed to be worn without a belt. No slacks or pants may be sagging.

Students must not wear on the outside of their clothing any jewelry or similar artifacts that are either obscene, distracting, or may cause disruptions to the educational environment.

Tattoos, if any, should be covered.

VIOLATIONS

GROOMING VIOLATIONS

Appropriate discipline procedures must be followed in all cases in accordance with the student handbook and Student Code of Conduct. Dress and Grooming violations are punishable as a First Level Offense.

If the principal determines that a student's grooming violates the dress code, the student shall be given an opportunity to correct the problem at school. If the problem is not corrected, the student may be assigned to in-school suspension for the remainder of the day or until the problem is corrected.

Repeated offenses may result in more serious disciplinary action.

DRESS VIOLATIONS

A student whose clothing violates the dress code may be subject to in-school suspension either for the remainder of the day or until a parent or designee brings an acceptable change of clothing to the school.

CO-CURRICULAR AND EXTRACURRICULAR ACTIVITY DRESS CODE GRADES (PRE-Kindergarden -12)

Nothing contained herein shall prohibit the regulation of dress, grooming, and appearance of students participating in co-curricular and extracurricular school activities by the principal, in consultation with the sponsor, coach, or other person in charge of or directing such activities. Such activities include by example: ROTC, band, cheerleading, basketball, and baseball.

PARENT AND STUDENT RESPONSIBILITY

The parent and student shall be responsible for ensuring that the student is in compliance with all aspects of this policy while on school campuses during school hours.

SPECIAL EVENTS

Principals Pre K-8 are authorized to designate up to one day per week as a non-school uniform day to allow students to participate in activities such as “50s Day,” and Spirit Day.

GRANDFATHER CLAUSE

As of the effective date of this policy, all schools that have previously obtained Board approval for the wearing of mandatory uniforms may continue to wear the uniforms described in their Board approved plan.

OPT OUT PROVISION

As of the effective date of this policy, all schools operating under a voluntary school uniform policy may opt out of the District’s “Appropriate Attire” provisions contained herein and continue with the uniform currently in use provided they obtain a waiver from the Board of Trustees. All waiver applications shall follow the procedures outlined in FNCA (Regulation) and the Waiver Procedures Handbook.

All Pre K-8 schools may opt out of the District’s “Appropriate Attire” provisions contained herein provided they obtain a waiver from the Board of Trustees. All waiver applications shall follow the procedures outlined in FNCA (Regulation) and the Waiver Procedures Handbook. In addition, all applications must describe the attire to be worn in place of the District’s “Appropriate Attire” provision.

ALTERNATIVE WEAR

As of the effective date of this policy, all students who have filed a philosophical or religious objection and all schools choosing to opt out of the “Appropriate Attire” provisions provided herein must furnish written documentation to the Board describing the attire to be worn in place of the “Appropriate Attire.” [See FNCA (Regulation)].

NEW STUDENTS (PRE Kindergarden-8)

The principal shall establish campus procedures and a minimum inventory of student uniform components to provide a basic uniform (shirt and pants) to new students who do not have a uniform. [See FNCA (Regulation)].
