In 1965, Superintendent W. T. White decided to honor a particular school board member and renowned doctor, David Wendel Carter, by naming a new high school in the southwest part of Oak Cliff after him. Carter served on the DISD school board from 1925 to 1950. His 25 years of service gave him the destinction of serving longer than any other school board member. He was president of the school board from 1934 to 1950, and he also served on the State Board of Education. David Carter was born in Mexico City of missionary parents. He graduated from Southwestern University, Georgetown, Texas. His medical degree was from Johns Hopkins. When he was discharged from the army in 1919, he came to Dallas. At Baylor University Medical Center, he became a specialist in internal medicine and was a pioneer in the use of insulin to treat diabetes.

Carter always had time to teach. He was professor of clinical medicine at Baylor from 1920 to 1943. In 1943 he moved to Southwestern Medical School. He also served as president of the Dallas County Medical Society.
