Judge William Hawley Atwell was born in Sparta, Wisconsin, on June 8, 1869, and brought to Dallas by his parents when he was two years old. Judge Atwell practiced law in Dallas before his appointment to the federal bench. He took part in many Dallas civic affairs, and he was one of the founders of the Dallas Zoo. He was preeminent as the apostle of the rule of law as "the one great safeguard of our democracy." Throughout his achievements as an arbitrator of the differences among people, he distinguished himself with his humanity, his compassion, and his understanding.
