Harrell Budd Elementary School was originally known as Trinity Heights School. The school's name was taken from the area of Oak Cliff in which it was located, which was outside the Dallas city limits. In 1927, a new County School Board annexed to the City of Dallas all adjacent districts touching the city limits and Trinity Heights School became part of the Dallas Independent School District.

The school continued to be known as Trinity Heights until 1955, when it was renamed in honor of Harrell Budd, who served as a principal from 1942 until his death in 1955.
