Norman Washington Harllee was born in Robeson County, N.C. on July 15, 1852. He attended Biddle and Johnson C. Smith Colleges. He received a master's degree from the University of Chicago and an Honorary Degree from Paul Quinn College. He began teaching in North Carolina and then moved to Dallas to serve as principal for five schools. Harllee was the first superintendent of the "Colored Division" of the State Fair of Texas; he served as a special reporter for the Dallas Morning News; conductor of State Summer Normal School for teacher certification; and secretary of the planning group of negro citizens.

Harllee was the author of five books on mathematics and one on geography. One of his outstanding achievements was his introduction of Domestic Science Arts and Manual Arts into the curriculum of the Dallas high schools.
