Four Phases of Emergency Management

The district is always in at least one of these phases.  The schools or non-campus facilities are each in a distinct phase as well.  Because the district covers approximately 312 square miles over 8 cities, it is likely that at any given moment a campus on one side of town is in a prevention phase, while a campus 15 miles away is response phase.
