Procurement Summary
The Office of Procurement Services collaborates with schools, departments, vendors, and stakeholders to acquire the necessary resources through prudent purchasing and excellent customer service.
Vendors desiring to do business with Dallas ISD are encouraged to register for business opportunities via iSupplier (click here to register), our Vendor Management Platform, by submitting the required documentation to become registered vendors. After submission of the required documentation, vendors will be added as registered vendors within the categories selected by the vendor.
Expenditures per student are calculated using audited financial statement data for all funds (General Fund, Debt Services Fund, Capital Projects Fund & Non-Major Governmental Funds).

Procurement Process Documents
The Dallas Independent School District's Office of Procurement Services collaborates with schools, departments, vendors, and stakeholders to acquire needed resources through prudent purchasing practices and excellent customer service.
Requirements: A formal procurement is required for purchases that will total $50,000 or more in aggregate over a 12-month period.
a. Formal procurements include requests for proposals (RFP), competitive sealed bids (RFB), or competitive sealed proposals (RFCSP).
b. Purchasing made through a purchasing cooperative or another governmental entity meets“competitive” procurement process requirements.Bidding: Opportunities are posted in the Dallas Morning News and via the District's web page www.dallasisd.org. Bids or proposals may be submitted during the open bid period via the District’s electronic procurement system, postal service, or hand delivery.
Evaluation of Proposals: Vendors are evaluated by a cross-functional team including Procurement Services and key stakeholders based on their ability to create value for the district by considering:
a. Purchase price;
b. Reputation of the vendor and of the vendor’s goods or services;
c. Quality of the vendor’s goods or services;
d. Extent to which the goods or services meet the District’s needs;
e. Vendor’s past relationship with the District;
f. Impact on the ability of the District to comply with laws and rules relating to historically underutilized businesses;
g. Total long-term cost to the District to acquire the vendor’s goods or services;
h. For a contract for goods and services, other than goods and services related to telecommunications and information services, building construction and maintenance, or instructional materials, whether the vendor or the vendor’s ultimate parent company or majority owner has its principal place of business in Texas or employs at least 500 persons in Texas;
i. Any other relevant factor specifically listed in the request for bids or proposals.Award: Awards may be made via an award letter, a service agreement, a term agreement, issuance of a PO, and/or another form of documentation indicating acceptance of an offer. Awards state “no quantity is guaranteed, and purchases will be via purchase order.”
