Theory of Action (Overview)

The Dallas Independent School District has adopted a systemic approach and organizational philosophy that brings consistency and excellence across the district.   This Theory of Action (TOA) governs how we make decisions that ultimately impact student achievement. The TOA clearly describes which functions are managed by central staff, which levels of autonomies are given to schools, and the structure and boundaries for those autonomies.

The Theory of Action involves:

  • Defining the managed instruction foundation (i.e. “tight” non-negotiables) that will apply to all schools
  • Creating a fair and accurate way to rate and measure schools using a Local Accountability System (LAS)
  • Defining all areas of autonomies (i.e. flexibility in decision making) that are earned based on the LAS ratings

  • Measures campus performance according to beliefs
  • Provides flexibility to campuses based on performance
  • Embodies belief system that flexibility motivates leaders
