Recently Amended DEA Regulation & DEC Regulation - January 27, 2026

On January 27, 2026, the Superintendent of Schools’ Designee approved the amendment of the following regulations:

DEA (REGULATION) COMPENSATION AND BENEFITS – COMPENSATION PLAN

Details:

Page 1: Under section Preapproval for Overtime, in the second paragraph, a comma has been inserted before “and.”

Pages 1-2: Under section Overtime for Extenuating Circumstances, in the last sentence, a comma has been inserted before “and.”

Pages 2-3: Under section Pay During District Closures, “Exempt and/or nonexempt personnel who work onsite or remotely during a District closure will be paid as follows:” has been added as the first sentence.

Under the first bullet, “may be required to work onsite or remotely” has been struck after “personnel” and replaced with “will be paid,” and “if an employee fails to report to work, the employee must take TO” has been struck.

Under the second bullet, “be paid at the rate of one and one-half times their regular rate of pay or” has been inserted after “will;” “[see DEAB]” has been inserted after “compensatory time;” “or overtime pay” has been struck before “for;” and “in accordance with DEAB” has been struck.

Under the third bullet, “overtime” has been struck and replaced with “additional” before “pay;” a semicolon and “however, they may be eligible to receive flex time [see DK(REGULATION)]” has been inserted after “pay;” and “exempt employees who are required to work during a District closure may be eligible to receive flex time” has been struck.

At the end of the section, “for absences during a District closure” has been added to the reference “[See DEC(REGULATION)].”

Page 3: Under section Premium Pay During Hybrid Status, in the first paragraph, “on-site” has been struck and replaced with “onsite” after “work;” “[see DK (REGULATION)]” has been inserted after “hybrid status;” and “as authorized by the supervisor” has been added after “worked.”

In the second paragraph, “working” has been struck after “employee.”

In the third paragraph, “[See DK(REGULATION)]” has been struck after “book.”

Page 4: Under section Adoption or Last Amendment Date, the date has been struck.

 

DEC (REGULATION) COMPENSATION AND BENEFITS – LEAVES AND ABSENCES

Details:

Page 4: Under section Dock Days, “docked days will be computed at the employee’s daily rate of pay [see DC]” has been added as the last sentence in the first paragraph.

Page 12: Under section Pay Status While on Leave, “pay” has been struck from the title and replaced with “paid;” the second paragraph regarding reimbursement for use of days has been struck; language regarding the reimbursement for use of days and the computing for cost of unearned days has been added as the third paragraph; and exceptions through the BRC has been added as the last paragraph.

Page 12: A new section Unpaid Status While on Leave and associated language has been added.

Pages 18-20: Under section District Closures, the following subsections has been revised:

Under subsection Partial District Closure, “employee must take” has been struck and replaced with “supervisor should submit a Payroll Correction Form coding the absence as” before “personal.”

Under subsection Full District Closure, subsection title “campus-based employees” has been struck. In the first paragraph, in the first and third sentences, “campus-based” has been struck before “employees.” Language regarding employees following supervisor instructions and the calendar start and end dates has been added as the last sentence.

In the second paragraph, “campus-based employees” has been struck and replaced with “employees that work less than 226 days;” “campus instructional coaches” has been struck and replaced with “acceleration specialists” before “food;” and “central staff” has been inserted after “bus drivers.” The last paragraph regarding campus-based employees following instructions and the instructional school year calendar has been struck.

Under subsection Central Staff Business Services Employees, “226-day” has been inserted after “services” in the first and second paragraphs.

Under subsection Operations Central Staff Employees, in the first sentence, “central staff” has been struck after “operations;” in the fourth sentence, “central staff” has been struck after “operations” and replaced with “260-day;” “employee must take” has been struck; and “supervisor should submit a Payroll Correction Form coding the absence as” has been inserted before “personal time off.” In the second paragraph, “central staff” has been struck and replaced with “260-day.”

A new subsection District Police Department Employees and associated language has been added.

Under subsection Essential Personnel, in the first paragraph “workers” has been struck and replaced with “personnel” after “essential.” In the second paragraph, “overtime or” has been struck after “receive;” “or additional pay” has been inserted after “time;” “receive overtime rates” has been struck and replaced with “be paid at the rate of one and one-half times their regular rate of pay;” “receive” has been inserted after “or;” “based upon supervisor approval” has been struck after “time;” and “as authorized by the supervisor” has been inserted after “worked.”

In the third paragraph, “employee’s time off will be charged and/or salary adjusted accordingly” has been struck after “the” and replaced with “supervisor should submit a Payroll Correction Form coding the absence as personal time off.”

In the fourth paragraph, “Police and Security,” has been struck and replaced with “District Police Department.”

Page 20: Under section Adoption or Last Amendment Date, the date has been struck.

 

The above regulations have been sent to the Texas Association of School Boards (TASB) for inclusion in the District’s Board Policy Manual.  Documents generally will post within a few weeks of adoption.
