On August 28, 2025, the Board of Trustees Approved Amendment and Adoption of the following policies:
AE (LOCAL) EDUCATIONAL PHILOSOPHY
Pages 1-4: Student Outcome Goals and Goal Progress Measures (GPMs)
Goal 1--The previous Goal 1, which expired in June 2025, was eliminated. It is replaced it with a new Goal 1 stating that student achievement on the third-grade state assessment in reading/writing in Domain 1 (average of Approaches, Meets, and Masters) will increase from 45 to 55 by June 2030. All Goal Progress Measures related to Goal 1 were eliminated.
Goal 2--The previous Goal 2, which expired in June 2025, was eliminated. It is replaced it with a new Goal 2 stating that student achievement on the third-grade state assessment in mathematics in Domain 1 (average of Approaches, Meets, and Masters) will increase from 41 to 52 by June 2030. All Goal Progress Measures related to Goal 2 were eliminated.
Goal 3--The previous Goal 3, which expired in June 2025, was eliminated. It is replaced it with a new Goal 3 stating that student achievement on the state assessment in reading/writing in Domain 1 (average of Approaches, Meets, and Masters) for all eighth-grade students will increase from 51 to 58 by June 2030. All Goal Progress Measures related to Goal 3 were eliminated.
Goal 4--The previous Goal 4, which expired in June 2025, was eliminated. It is replaced it with a new Goal 4 stating that student achievement on the state assessments in mathematics in Domain 1 (average of Approaches, Meets, and Masters) for all eighth-grade students will increase from 49 to 53 by June 2030. All Goal Progress Measures related to Goal 4 were eliminated.
Goal 5--The previous Goal 5, which expired in June 2025, was eliminated. It is replaced with a new Goal 5 stating that the percent of graduates meeting the criteria for college, career, or military ready (CCMR) will increase from 80% to 88% by August 2030. All Goal Progress Measures related to Goal 5 were eliminated.
Pages 4-5 Constraints and Constraint Progress Measures (CPMs)
Constraint 1—Constraint 1 remains the same. All Constraint Progress Measures for Constraint 1 were eliminated.
Constraint 2—Constraint 2 was changed from “Ensure a high level of campus staff satisfaction” to “Ensure a high level of teacher satisfaction”. All Constraint Progress Measures for Constraint 2 were eliminated .
Constraint 3—Constraint 3 was changed from “Ensure fidelity of the implementation of the Theory of Action” to “Ensure a commitment to allocating resources that align with student need”. All Constraint Progress Measures for Constraint 3 were eliminated.
Constraint 4—Constraint 4 was changed from “Ensure a commitment to racial, social-economic, and education equity” to “Ensure District Financial Solvency”. All Constraint Progress Measures for Constraint 4 were eliminated.
Constraint 5—Constraint 5 which was “Ensure District financial solvency” was eliminated. All Constraint Progress Measures for Constraint 5 were eliminated
Page 5--Theory of Action: Managed Instruction with Earned Empowerment, revised the second paragraph, second bullet Families a clear, simple information about a school’s performance; by striking the word “a” after “Families” and before “clear”.
Pages 6 – 8 The following subsections supporting “Strategic Covenants” were revised to provide consistency of the protected classes and to ensure alignment with requirements of Education Code §11.005 Prohibition on Diversity, Equity and Inclusion.
- Single District, Equal Opportunity: The District shall continue to operate a unitary school system and shall promote the availability of equal educational opportunities to all its students regardless of race, national origin, ethnicity, gender, color, sex, age, sexual orientation, religion, socioeconomic status, disability, genetic information, pregnancy, and all other basis prohibited by law. gender identity, or gender expression. We believe an assurance of equal opportunity may require greater investment in those students who are at risk of falling behind.
In the first sentence, struck the words sexual orientation, after “gender” and inserted “color, sex and age” before “religion,” Struck “socioeconomic status”, before “disability” and inserted “genetic information, pregnancy and all other basis prohibited by law” after “disability” Struck the words gender identity, or gender expression.
- Staff Diversity Quality: We want the best employees, who come in many different forms. The District is committed to principles of diversity excellence at all levels of employment and shall recruit and assign quality teachers and administrators without regard to race, color, ethnicity, religion, gender, national origin, age, disability, sex, sexual orientation, gender identity, gender expression, genetic information, pregnancy, or any other basis prohibited by law. The District affirms its commitment to recruit and assign staff representatives of all racial and ethnic groups in the area served by the District. Every managerial employee in the District shall be held responsible for this commitment to excellence through diversity.
Revised by striking Diversity in the subtitle and inserting Quality. In the second sentence struck the word “diversity” after the word “of” and inserted “excellence” before the word “at”. Inserted ethnicity after “color” and before “religion”. Inserted “sex” after disability. Struck the words “gender identity, gender expression” before “genetic information” and inserted “pregnancy.” In the last sentence struck the words “through diversity”.
- Schools of Choice: The District shall commit to ensuring schools of choice, especially as it experiments with ways to improve efficacy. These choices may include at least: magnet schools (including magnets concentrated at the Yvonne A. Ewell Townview Center and satellite magnets in other campuses), Montessori schools, vanguards, learning centers, academies (either academic or vocational) within schools, project-based learning schools, early college programs, virtual schools, and schools chartered under alternative forms of management in compliance with all federal and state laws. These programs shall offer unique educational opportunities through specialty curricula that cannot be found within the neighborhood schools. The District shall be diligent in its efforts to identify all eligible or qualified students and to encourage parents and students to participate in the programs. It shall be the policy of the District that properly identified students shall be served without regard to race, color, ethnicity, national origin, sex, age, gender, sexual orientation, religion or socio-economic status disability, genetic information, pregnancy, or any other basis prohibited by law. The District shall carefully monitor the selection process so that no student or ethnic group is unfairly excluded, and principals shall be responsible for maintaining this commitment.

Struck the words “or socio-economic status” after religion and added “disability, genetic information, pregnancy, or any other basis prohibited by law.”
6. Efficient Construction and Facility Usage: The District shall maintain a program of facility construction, addition, renovation, repair, and maintenance that focuses on the priorities of health, safety, and avoidance of overcrowding. This program shall be administered without regard to the race, ethnicity, color, national origin, sex, age, gender, sexual orientation, religion, disability, genetic information, pregnancy, or any other basis prohibited by law gender identity, gender expression or socioeconomic status of the students enrolled at a particular facility and without regard to the geographic location of the facility within the District. Attendance zones and feeder patterns shall recognize the importance of diverse different student populations with an emphasis on communities of interest. District operating and bond funds shall be budgeted and expended using the following priorities:

Page 1: Under section Notice of Termination for Cause, the following has been added to the end of the last paragraph: “The Board or a subcommittee designated by the Board shall consider the recommendation and record of the hearing examiner and may adopt, reject, or change the hearing examiner's conclusions of law or proposal for granting relief.”
Pages 1-3: Under section Grounds for Termination, “for current position” has been inserted after “license” in item 10; “DAA” has been inserted after “See” in item 29; and “[See DEC]” has been inserted after “leave” in item 32. FDE (LOCAL) ADMISSIONS-SCHOOL SAFETY TRANSFERS
This policy complies with Texas Education Agency (TEA) guidelines for the collection and maintenance of data regarding mandatory expellable offenses and any student who becomes a victim of specified violent criminal offenses on campus or at school events. It ensures students who are victims of the violent crimes understand their rights to transfer to another school.
FFEB (LOCAL) COUNSELING AND MENTAL HEALTH-MENTAL HEALTH
This policy includes the law that prohibits public school employees from assisting students with social transitioning, including providing information or guidelines about the process.

FNCE (LOCAL) STUDENT CONDUCT PERSONAL COMMUNICATION DEVICES/ELECTRONIC DEVICES
Page 1: Removing all language under - Cellular Phones and Pagers/Beepers:
For safety purposes, all students may possess telecommunications devices such as cellular phones and pagers/beepers. However, such devices shall not be visible and shall remain off during instructional times unless approved by the teacher or administrator. The use of cellular phones or any device capable of capturing images is strictly prohibited in locker rooms or restroom areas while at school or at a school-related or school-sponsored event.
Removing language under - Other Electronic Devices: Guidelines regarding other electronic devices shall be addressed in the student handbook.
Adding a Note: For searches of personal communication devices or other personal electronic devices, see FNF.
Adding new language under Personal Communication Devices: A student is prohibited from possessing or using a personal communication device on school property during the school day. A student who violates this policy or any regulations shall be subject to discipline in accordance with the Board-adopted Student Code of Conduct.
An authorized District employee shall confiscate a student’s personal communication device that is possessed in violation of this policy or any applicable regulations.
The District shall not dispose of the personal communication device. The District shall provide appropriate notice, and devices that are not retrieved shall be stored according to administrative regulations.
Adding new language under Exceptions: A student shall be authorized to possess and use a personal communication device on school property during the school day only under the following circumstances:
1. The student’s use is necessary for implementation of the student’s individualized education program, a 504 plan, or a similar program or plan;
2. The student’s use is required due to a documented need based on a directive from a qualified physician; or
3. The student’s use is necessary to comply with a health or safety requirement imposed by law or as part of the District or campus safety protocols.
Adding new language under Implementation: The Superintendent shall develop regulations to implement this policy.
Adding new language under Compliance: Annually, the Superintendent shall report to the Board on the implementation and compliance of this policy.
Adding new language under Adoption or Last Amendment Date: This policy was last amended on August 28, 2025.
