LPAC Resources
In Texas, all school districts are required to provide bilingual education and/or English as a Second Language (ESL) programs, as well as establish and operate a Language Proficiency Assessment Committee (LPAC). In Dallas Independent School District, the campus LPAC committees play a pivotal role that goes beyond their statutory responsibilities. They serve as advocates for our students, ensuring they receive the resources and support necessary for academic success.
The campus LPAC committees help ensure that all English learners, also referred to as emergent bilingual students, receive appropriate support to thrive in school. This includes reviewing student performance data, the language spoken at home and by the student, test scores, grades, and any need for academic interventions. In some cases, students may receive services through both special education and bilingual or ESL programs.
To enhance our efforts in supporting campus LPACs and ensuring school accountability, the central LPAC team is committed to providing exceptional guidance and support. This ensures full compliance with Chapter 89 of the Texas Administrative Code, which outlines LPAC responsibilities, membership requirements, and procedural expectations.

Office of Language Proficiency Test (OLPT)
In accordance with the State of Texas requirements, any student whose Home Language Survey indicates a language other than English must be administered a state-approved English language proficiency assessment for identification purposes.
To support this process, Dallas ISD has established the Office of Language Proficiency Testing (OLPT). The OLPT is dedicated to facilitating and accelerating the identification of emergent bilingual students, also known as English learners, across both the International Welcome Center and DISD campuses. The office is staffed with trained professionals who are proficient in the test language and well-versed in the administration protocols set by the test publisher.
As part of the district’s commitment to collaboration with external stakeholders, the OLPT also extends its services to select public-private educational institutions.
