Texas Educational Freedom Accounts (TEFA) and Special Education
During the 89th Legislative Session, Congress passed Texas Senate Bill 2 that established Texas Educational Freedom Accounts (TEFA). Under the new Senate Bill, the evaluation process for children seeking special education services has remained the same.
Please see the Resources below for more information on Senate Bill 2, as well as Frequently Asked Questions that have been received by our evaluation team, and the Special Education Evaluation Timeline.
If your student currently attends a Dallas ISD school and you suspect a disability, submit a written request to the campus principal asking for a referral for a special education evaluation.
If you are the parent or legal guardian of a student who resides within Dallas ISD boundaries but does not attend a Dallas ISD school and you suspect a learning disability, please complete the Child Find Intake Form below.

Please note: Dallas ISD conducts evaluations for educational purposes in accordance with state and federal law. Requesting an evaluation does not guarantee eligibility for special education services or for participation in the TEFA program.
Evaluation timelines are the same for all families, regardless of whether the student may remain in Dallas ISD or pursue education through TEFA at a participating school. All evaluation requests are processed in the order they are received.
