Recently Amended Regulations, Exhibit & Employee Handbook - June 24, 2021

On June 24, 2021, the Superintendent of Schools’ Designees approved amendment of the following items:

FB (REGULATION) EQUAL EDUCATIONAL OPPORTUNITY

FB (REGULATION) was amended to reflect the District’s updated contact information pertaining to its Title IX Coordinator.

 

FFH (REGULATION) STUDENT WELFARE – FREEDOM FROM DISCRIMINATION, HARASSMENT, AND RETALIATION

FFH (REGULATION) was amended to reflect the District’s updated contact information pertaining to its Title IX Coordinator.

 

GF (EXHIBIT) PUBLIC COMPLAINTS

GF (EXHIBIT) supports GF (LOCAL) Public Complaints, which was adopted by the Board on May 27, 2021.

 

2021-2022 Employee Handbook

The Employee Handbook was revised by the Administration to align with current policies and procedures. This update includes non-substantive editorial revisions. Major revisions include the following:

The year has been revised to 2021-2022 on the cover page and footers of each page.

Page 5: Under Board of Trustees, at the end of the second paragraph, “within a” has been struck and replaced with “with a minimum of.”

Page 6: Under Equal Employment Opportunity, contact information for the Title IX Coordinator and Section 504 representative has been updated; a link to the Title IX website has been added in the third paragraph; and an additional paragraph addressing contact information for the Title VII EO Compliance representative has been added.

Page 7: Under Contract and Noncontract Employment, “SBEC” has been added in front of certification in the third and fourth paragraphs.

Page 8: Under Certification and Licenses, in the first paragraph, “as a condition of employment” has been inserted after “all times.”

Page 9: Under Health Safety Training, “University Interscholastic League (UIL)” has been deleted, and language regarding seizure disorder training has been added.

Page 9: Under Workload and Work Schedules, “a record of time worked will be in accordance with District policy and payroll procedures” has been added as the last sentence in both the first and second paragraphs.

Page 11: Under Staff Development, the reference to policy DMD has been deleted and the last paragraph was revised to read “Participation in staff development including, but not limited to, training on Child Abuse, Sexual Harassment, and Code of Ethics is required.”

Page 11: Under Salaries, Wages, and Stipends, in the second paragraph, “statement” has been inserted after payroll.

Pages 12-13: Under Overtime Compensation, “and is not measured by the day or by the employee’s regular work schedule” has been struck in the second paragraph.

Page 14: Under Guidelines for Change of Election, the current title has been struck and replaced with “Benefit Elections.”

Page 15: Under Leaves and Absences, in the second paragraph, “qualified health care provider” has been struck and replaced with “certified medical professional with subject matter expertise.”

Page 15: Under Use of Leave Days, “leave days are advanced to employees on September 1” has been inserted as the first sentence. In the second sentence, “used” has been inserted after “any,” and “leave” has been struck and replaced with “days.” In the second paragraph, the first sentence regarding excessive absences has been struck.

Page 16: Under State Days, the second sentence has been struck and reworded as a new sentence.

Page 16: Under Local Days, “depending on the work start date” has been inserted in front of “full-time,” and “up to” has been inserted after “receive.”

Page 16: Under Non-Duty Days, the current language has been struck and replaced with language from DEC(REGULATION).

Pages 16-18: Under Family and Medical Leave Act (FMLA)-General Provisions, “qualified health care provider” has been struck and replaced with “certified medical professional with subject matter expertise.”

Page 18: Under General Medical Leave, “concurrent” has been struck and replaced with “runs concurrently.”

Page 19: Under Bereavement Leave, “will” has been struck and replaced with “may.”

Page 19: Under Jury Duty, a reference to policies DEC and DG has been added.

Page 19: Under Compliance with a Subpoena, language regarding supporting documentation has been added.

Page 20: Under Grievance Form, the website for the grievance form has been updated.

Page 21: Under Texas Educators’ Code of Ethics, language regarding all employees adhering to the Educators’ Code of Ethics has been added.

Pages 22-23: Under Discrimination, Harassment, and Retaliation, the contact information for the Title IX Coordinator has been updated, and a link to the Title IX website has been updated.

Pages 23-24: Under Harassment of Students, a reference to FFH(REGULATION) has been added; the contact information for the Title IX Coordinator and Section 504 representative has been updated, and a link to the Title IX website has been added.

Page 24: Under Reporting Suspected Child Abuse, “considered professional reporters and are” has been inserted after “all employees are.”

Page 25: A new section Scope and Sequence and associated language has been added.

Page 34: Under Campus, District, or Organizational Websites, “including accessibility standards” has been inserted after “Communication Services.”

Page 34: Under Cell Phones and Smart Phones, a reference to the records retention section has been added.

Pages 34-35: Under Personal Use of Electronic Communications, “policy” has been struck in the references to DH(EXHIBIT).

Pages 35-36: Under Use of Electronic Communication with Students, in the seventh paragraph, “provide students with” has been struck and replaced with “disclose.”

Page 37: Under Text Messaging, “the use of” has been struck.

Page 37: Under Severe Weather, the title has been struck and replaced with “Emergency School Closing.” In the first sentence, “bad” has been struck and replaced with “inclement,” and “unforeseen circumstances” has been inserted after “weather.”

Page 39: Under Resignations, a reference to policy DHB has been added. Language regarding principals reporting resignations within three business days after an alleged incident of misconduct including a reference to DHB(REGULATION) has been added. The deleted paragraph regarding the Superintendent reporting requirements has been moved as the second paragraph.

Page 40: Under Dismissal of At-Will/Noncontract Employees, a reference to DP has been added, and “gender” has been struck from the first paragraph. Language regarding principals reporting resignations within three business days after an alleged incident of misconduct and the Superintendent reporting requirements have been added.

Page 40: A new section Discharge of Convicted Employees and associated language has been added.

Pages 40-41: Under Reports to Texas Education Agency/State Board for Educator Certification, “/State Board for Educator Certification (collectively, “SBEC”)” has been deleted after “TEA.” “Or engaged in conduct violating the assessment security procedures established under TEC §39.0301” has been inserted after “criminal history.”

Pages 41-42: Under Equal Educational Opportunities, “age” has been inserted after “gender,” and “vocational” has been struck and replaced with “Career and Technical Education (CTE).” In the second paragraph, the contact information for the Title IX Coordinator and Section 504 representative has been updated, and a link to the Title IX website has been added.

Page 51: The Title IX and Section 504 contact information has been updated.

Attached is the 2021-2022 Employee Handbook as amended and approved by the Superintendent of Schools’ Designee.  Once it has been properly formatted, it will be posted to the District’s website at this location:  https://www.dallasisd.org/Page/41758

With exception to the 2021-2022 Employee Handbook, the above items have been sent to the Texas Association of School Boards (TASB) for inclusion to the District’s “Policy On Line Manual.” Documents generally will post within a few weeks of adoption.
