Recently Amended Employee Handbook - June 15, 2022
On June 15, 2022, the Superintendent of Schools’ Designee approved amendment of the following:
The Employee Handbook was revised by the Administration to align with current policies and procedures. This update includes non-substantive editorial revisions. Major revisions include the following:
Page 1: The year 2021-2022 has been struck and replaced with 2022-2023 on the cover page and footers of each page.
Page 2: In the Table of Contents under Leaves and Absences, “military wartime leave” has been struck.
Page 5: Under section Board of Trustees, “BA” has been struck after “policies.”
Page 6: Under section Equal Employment Opportunity, in the second paragraph “and is required not to discriminate on the basis of sex” has been struck; “the requirement not to discriminate extends to employment” has been struck; and “representative” has been struck and replaced with “coordinator.”
In the third paragraph, “in the District’s educational programs or activities” has been inserted after “sexual harassment,” and the name and suite number for the Title IX coordinator have been updated.
In the fourth paragraph, “EO” has been struck and replaced with “Equal Opportunity (EO);” sex, including sexual harassment” has been struck; language regarding the protected classes has been added; and the name, email address, and phone number for the Title VII representative have been updated.
In the sixth paragraph, “manager” has been struck and replaced with “representative.”
Page 7: Under section Substitute Employees, language regarding “on call” and teacher of record has been struck.
Page 8: Under section Certification and Licenses, in the second paragraph “without Chapter 21 due process” has been inserted after “voided.”
Page 8: The section Pre-Employment Drug and Alcohol Testing moved with revisions from within the handbook.
Page 9: Under section Reassignments and Transfers, “DBE” has been struck after “DK.”
Page 11: Under section Staff Development, language regarding individuals holding renewable SBEC certificates and required training hours has been struck.
Page 12: Under section title Automatic Payroll Deposit, in the first sentence “a” has been struck after “into” and replaced with “one.” In the second sentence “activate this service” has been struck and replaced with “setup the pay method.” Language regarding the first payment and the stop payment process has been inserted after the second sentence. Language regarding Dallas ISD Connect and the automatic payroll deposit service and forms has been struck.
In the second paragraph, “a printed voucher will not be provided” has been struck.
A third paragraph has been inserted regarding contact information for the automatic payroll deposit service.
The fourth and fifth paragraphs regarding the notification process and replacement checks have been struck.
Page 13: Under section Overtime Compensation, in the first paragraph “support staff” has been struck after “hourly employees,” and “an employee must complete the overtime form, and the supervisor must approve the form before the employee engages in the overtime work” has been added.
Pages 16-22: For sections under Leaves and Absences, references to the relevant policy have been added as needed.
Page 20: The section Military Wartime Leave and associated language has been struck.
Page 21: A new section Police Officer Mental Health Leave and associated language has been added.
Page 22: Under section Complaints and Grievances, the web address www.dallasisd.org/EmployeeRelations has been struck and replaced with https://grievance.dallasisd.org/#/home.
Pages 22-23: Under section District Investigations, language regarding employees upholding confidentiality during a District investigation has been added.
Pages 23-24: Under section Discrimination, Harassment, and Retaliation, the name and suite number for the Title IX coordinator have been updated, “his” has been struck before “designee,” and the name for the designee for DIA discrimination has been updated.
Page 24-25: Under section Harassment of Students, in the third paragraph “suspects child abuse” has been struck and replaced with “has reasonable cause to believe that child abuse or neglect occurred;” the name and suite number for the Title IX coordinator have been updated; “his” has been struck before “designee;” and the coordinator for District compliance with antidiscrimination laws has been updated.
Page 25: Under the section Reporting Suspected Child Abuse, “are considered professional reporters and are required by state law to report any suspected child” has been struck; “with reasonable cause to believe that a child’s physical or mental health or welfare has been adversely affected by” has been inserted before “abuse;” and “are required by state law to make a report” has been inserted before “to a law.”
In the second paragraph, “reasonable” has been inserted before “cause.”
Page 26: Under section Sexual Abuse and Maltreatment of Children, “suspects” has been struck and replaced with “has reasonable cause to believe.”
Page 26: Under the section Criminal History Background Checks, in the first paragraph “n” has been inserted after “a” creating the word “an,” and “applicant’s and” has been inserted after “an.”
Language regarding the Texas Education Code, Section 22.082, has been added as the second paragraph.
The third paragraph regarding criminal history record information on persons intended to be employed has been struck.
Pages 26-27: Under section Employee Arrests and Convictions, a second paragraph regarding employees disclosing prior records when requested to do so at the time of employment has been added. The third paragraph regarding the Texas Education Code, Section 22.082, has been struck.
Page 27: Under section Drug-Free Workplace Requirements, “subject to disciplinary sanctions” has been struck and replaced with “recommended for termination.”
The second paragraph regarding sanctions and referrals to drug and alcohol counseling or rehabilitation programs has been struck.
In the third paragraph, “three” has been struck and replaced with “five (5).”
Page 30: The section Pre-Employment Drug Testing and associated language has been struck and moved with revisions within the handbook.
Page 35: Under the section Vandalism/Mischief, ”his” has been struck before “designee.”
Page 39: Under section Emergency School Closing, in the first paragraph “Facebook and Twitter” has been struck and replaced with “social media.”
Language regarding television, radio, and the web address has been struck.
Page 40: A new section Emergency Contact Information and associated language has been added.
Page 41: Under section Resignations, the first two paragraphs regarding notification to the Superintendent of Schools and SBEC for an employee’s resignation following an alleged incident of misconduct have been struck.
Language regarding resignations submitted electronically to Human Capital Management (HCM) and instructions for supervisors regarding resignations has been added as the third and fourth paragraphs.
In the fifth paragraph, “the written notice of separation of employment should be submitted electronically through Oracle Self-Service” has been struck. After “Superintendent of Schools,” “or designee” has been inserted.
In the sixth paragraph, “noncontract” has been struck and replaced with “at-will;” in the second sentence “noncontract” has been struck and replaced with “at-will;” and language regarding the written notice of separation of employment and reasons for leaving has been struck.
Page 42: Under section Dismissal of At-Will/Noncontract Employees, the second paragraph regarding principal and Superintendent notification requirements has been struck.
Pages 42-43: Under section Reports to Texas Education Agency/State Board for Educator Certification, “the District requires a principal to report the above-described information to the Superintendent of Schools or designee within three (3) business days” has been added at the end of the third paragraph.
Page 43: Under section Equal Educational Opportunities, in the second paragraph the name and suite number for the Title IX coordinator have been updated.
Page 45: Under section Bullying, “cyber bullying” has been struck and replaced with “cyberbullying.”
Page 50: In the Index under the Ls, “military wartime, 20” has been struck.
Page 52: In the second paragraph, the name for the Title IX coordinator has been updated, and the name and phone number for the Title VII representative have been updated.
